Why independent evaluation
At Mitsubishi Electric, the operator worked on QZSS CLAS (the Centimeter Level Augmentation Service) end to end — from feasibility study through design, development, maintenance, and operation — and now researches the quality and integrity of GNSS augmentation services as a doctoral student. Knowing an augmentation service from the inside is what made the gap visible: performance reporting by the service side exists, but no third party continuously verifies it with published methods. PNT Moni exists to fill that gap — grounded in public data and published methodology, in a form open to third-party verification.

Past interest
The operator formerly worked at Mitsubishi Electric Corporation on CLAS — the very service this site evaluates — across its feasibility study, design, development, maintenance, and operation. We regard that background as both the foundation of our evaluation expertise and a past interest that must be disclosed. There is currently no business or financial relationship with Mitsubishi Electric or any other organization involved in providing or developing CLAS.
Current employment and affiliation
In parallel with the doctoral program, the operator works as a senior systems engineer at a company in the space-systems sector. The employer is not a GNSS augmentation service provider and is not evaluated by this service. PNT Moni is operated independently of the employer, as an approved side business. It is likewise a sole-proprietor business independent of the university's activities, and carries no university involvement or endorsement.
Affiliated laboratory and public funding
The operator's laboratory conducts work as a next-generation PNT technology development base under the Space Strategy Fund program "SX-CRANE," and PNT Moni is sometimes introduced as a related activity of that base. However, PNT Moni receives no funding from that program or any other public source, and the university, the laboratory, and the funding body have no involvement in the evaluation methodology, published content, or operation of this service.
Evaluation engines
The primary evaluation engine is pntmoni-claslib, a transparently forked derivative of CLASLIB maintained in public. Cross-validation against MRTKLIB — an open-source engine developed by the operator — is being introduced progressively on sample stations, with results to be published in the reports' cross-validation section. All implementations and their modification histories are public and open to third-party verification.
Revenue and independence policy
PNT Moni is a paid evaluation service. Independence is guaranteed not by the absence of revenue, but by a strict boundary between revenue and public evaluation output.
- We accept no funding, sponsorship, or advertising that influences the content, methodology, or publication decisions of our public reports and open data.
- Commissioned evaluations, sponsored benchmarking, and consulting are kept contractually separate from the public evaluation series. Public deliverables from such work always name the sponsor or client.
- Any interest involving organizations related to the services we evaluate will be disclosed on this page.
- Evaluation methodology is versioned and never modified after publication; revisions ship only as new versions.
There are no active sponsorships or commissioned engagements involving the services we evaluate or the content of our public evaluations (last updated: 2026-07-08).
For reference, ongoing relationships outside the scope of our evaluations: an equipment-provision and article-writing collaboration with a receiver vendor, and paid technical training for GNSS-related companies.
Academic publications carry conflict-of-interest declarations per each venue’s policy.
